The Department of Natural Resources and Environmental Control works with several boards, councils, committee and task forces to help it stay in touch with the public and the regulated community and ensure that Departmental policies and regulations serve the needs of all constituents.

The Delaware Environmental Appeals Board (EAB) hears appeals of decisions made by the Secretary of the Department of Natural Resources and Environmental Control (DNREC). The Board has the authority to affirm, modify or reverse a decision of the Secretary.

The Community Involvement Advisory Council (CIAC) works to increase community participation and the flow of information between communities and the department. And it facilitates dialogue among all stakeholders during the decision-making process.

The Water Infrastructure Advisory Council (WIAC) initiates, develops and recommends to the Delaware General Assembly projects for the planning, construction, repair, renovation or expansion of drinking water and wastewater facilities.

The Delaware Coastal Zone Industrial Control Board hears appeals of decisions made by the Secretary of the Department of Natural Resources and Environmental Control (DNREC) under the Delaware Coastal Zone Act. The Board has the authority to affirm, reverse, or modify Coastal Zone Act decisions made by the Secretary.

The Clean Water Trust Oversight Committee oversees the Delaware Clean Water Trust and works to coordinate state programs that impact the quality of the State’s water resources. It serves in an advisory capacity to the Governor and the General Assembly.
The Committee was created by the Clean Water for Delaware Act (83 Del. Law c. 84).

The Title V Operating Permit Program Advisory Committee, generally known as the Title V Fee Committee, provides guidance for the Title V: Major Sources program and publishes an annual report on costs and fees related to the Title V permitting program.

The Governor’s Energy Advisory Council provides recommendations to DNREC’s State Energy Office on updates to the Delaware Energy Plan. It also monitors and proposes actions to enhance Delaware’s energy system.

The Delaware Renewable Energy Taskforce provides recommendations on establishing renewable energy trading mechanisms and other structures to support the growth of renewable energy in Delaware.
The Taskforce is established under the Renewable Energy Portfolio Standards Act (26 Del. C. § 351–364)

The Delaware Energy Efficiency Advisory Council (EEAC) helps Delawareans reduce energy loss and cost through energy efficiency programs. It develops statewide programs to increase energy efficiency, reduce energy usage, and lower consumer energy costs.
The Council is established as part of the Delaware Energy Act at 29 Del. C. § 8055.

The Advisory Council on Wildlife and Freshwater Fish advises the Director of Fish and Wildlife on matters relating to the protection, conservation and propagation of all forms of wildlife and freshwater fish in Delaware.

The Council on Recreational Fishing Funding advises the Director of Fish and Wildlife on funding for fishery-related projects and helps set priorities for fishery-related construction projects.

The Council on Shell Fisheries advises the Director of Fish and Wildlife on matters relating to the control and direction of the shellfish industry and the protection, conservation and propagation of shellfish in Delaware.

The Advisory Council on Tidal Finfisheries advises the Director of Fish and Wildlife on all matters relating to tidal finfisheries management.

The Delaware Native Species Commission was formed by the Delaware General Assembly to continue the work started by the Statewide Ecological Extinction Task Force and to implement recommendations made in the final report of the Task Force.

The Parks and Recreation Council advises the Director of Parks and Recreation on matters related to the planning, acquisition, development, management, conservation and programming of lands and services under the jurisdiction of the Division.

The Open Space Council advises the Secretary of the Department of Natural Resources and Environmental Control on all matters relating to the administration, implementation, and financing of the Open Space Program.

The Natural Areas Advisory Council advises the Secretary of the Department on the administration of nature preserves and the preservation of natural areas.

The Hazardous Substance Cleanup Act (HSCA) Advisory Committee advises the Division of Waste and Hazardous Substances on rules, policies, and procedures relating to the cleanup and re-use of hazardous waste sites.
The Committee was created by DNREC to help advise on the Brownfields program.

The Council on Boiler Safety serves in an advisory capacity to the Secretary of the Department of Natural Resources and Environmental Control (DNREC) on matters relating to the sale, operation, construction and use of boilers in Delaware.
The Council is established in state law (7 Del. Code § 7404B) to advise the Department on the management of the Boiler Safety Program.

The Water Supply Coordinating Council works to manage, protect, and ensure the adequacy of a clean water supply throughout Delaware.

The Water Well Licensing Board advises and assists the Division of Water in the procedures and guidelines for licensing professionals in the well drilling professions.
The Board is established in the Regulations For Licensing Water Well Contractors, Pump Installer Contractors, Well Drillers, Well Drivers, And Pump Installers.

The On-Site Systems Advisory Board reviews and approves professional training requirements and courses for the groundwater discharges licensing program and makes recommendations for licensing decisions by the Department.
The Board is established in the Regulations Governing the Design, Installation and Operation of On-Site Wastewater Treatment and Disposal Systems.

The Board of Certification for Wastewater Operators advises and assists the Division of Water in the administration of the Delaware Licensed Wastewater Operator certification program.

The Source Water Protection Citizen and Technical Advisory Committee advises and assists the Division of Water on matters related to the implementation of the Source Water Assessment Plan for long-term protection of public drinking water supplies.
