The DNREC Office of the Secretary provides leadership, overall policy guidance and central administrative services to support the Department of Natural Resources and Environmental Control (DNREC).

The Office of Budget and Finance oversees the internal DNREC budget and fiscal management and includes the Environmental Finance Office which administers the Delaware Water Pollution Control Revolving Fund, making funding available to municipalities, private organizations, nonprofit organizations and private individuals.
The Office of Administrative Services oversees the Administrative Law Section, which handles public hearings for regulatory development and for environmental permitting, if needed. The Office also offers Small Business Ombudsman and Regulatory Advisory services, oversees permit enforcement and manages the DNREC FOIA process.
The Office of Communications provides direction in all areas of the Department related to brand, community engagement, employee communications, events, marketing, media relations, web publishing, social media and multimedia production. The Environmental Justice Office works to ensure that all DNREC decisions are executed to promote the meaningful involvement and fair treatment of all people, regardless of race, color, national origin, or income in the implementation of DNREC’s mission. DNREC strives to provide equitable access to green spaces, public recreation opportunities and information and data on potential exposure to environmental hazards.
The Office of Business Services manages and works to improve the Department’s business processes, handles building and property management, security systems and continuity of operations planning. It oversee the Department’s interactions with the Department of Technology and Information.
The Office of Human Resources oversees DNREC Employment and provides Human Resources Services for the Department and for the three county-level Conservation Districts.
