The state of Delaware submits a comprehensive inventory of ozone precursor emissions to the EPA every three years. Ozone precursors are air pollutants that form ozone: volatile organic compounds (VOCs), oxides of nitrogen (NOX), and carbon monoxide (CO).

The state reporting requirement is found in Section 172(c)(3) of the federal Clean Air Act. Delaware facilities that emit these and other pollutants are referred to as point sources. They are required to submit their emissions each year under Delaware’s Source Monitoring, Record Keeping And Reporting regulations (7 DE Admin. Code 1117).
Facilities submit their reports through a web-based application called the State and Local Emissions Inventory System (SLEIS). The SLEIS page includes helpful links, a User Guide, and User Registration Forms.
