Because of the the financial burden of completing environmental work at potentially contaminated properties within the State, DNREC has created different loans and grants to help property owners with remediation of contaminated properties.

Hazardous Substance Site Cleanup Loan Program (HSSCLP)

The Secretary of the Department of Natural Resources and Environmental Control is authorized, under the Delaware Hazardous Substance Cleanup Act (91 Del. C. § 9113) to use funds from the Hazardous Substance Cleanup Fund for a low-interest loan program to support site cleanup.

Loans are available to nonprofit organizations and businesses who are potentially responsible parties or brownfield developers with an executed agreement with the Department. They are to be used for investigating and remediating a hazardous substance release at a site.

Brownfield Revolving Loan Fund (BRLF)

The Brownfield Revolving Loan Fund provides loans to eligible brownfield developers for remediation activities on a Brownfield Site.

Hazardous Substance Cleanup Act (HSCA) Brownfield Grants

Brownfield grants are available to brownfield developers for investigation and remedial activities on certified brownfield properties. Funding is prioritized under the HSCA Brownfields Grant Funding Policy. Funding is available on a first come-first served basis based on funds available each state fiscal year (July – June). Eligible expenses are listed in the Brownfields Grant Eligible Expenses Manual.
