The DNREC Sediment and Stormwater Program provides several different training opportunities to help those involved in land development and construction projects meet the requirements of the Delaware Sediment and Stormwater Regulations.
The Sediment and Stormwater Program is offering a free training series over the fall and winter of 2026-27 to provide a comprehensive overview of Delaware’s sediment, erosion and stormwater management requirements.

Under the Delaware Sediment and Stormwater Regulations, each active construction site must have a “responsible person,” certified through the Contractor Training Program (CTP), to provide daily oversight throughout construction.
The training program, formerly known as the Blue Card Course, includes overviews of the Sediment and Stormwater Program, of the regulations and of required erosion and sediment control measures in Delaware.
The Contractor Training Program is offered on-demand as interactive online modules via the Delaware Learning Center. The program costs $65.
Participants will log-in to the Delaware Learning Center using their existing Delaware Learning Center account or create a new account.

The Permanent Stormwater Facility Maintenance Course is available to participants who wish to learn about Delaware stormwater best management practices (BMPs) and their standard maintenance requirements. It is intended for facility owners, maintenance crews and contractors. It covers the importance of maintenance activities for common and uncommon BMPs, routine and non-routine scenarios and how to comply with regulated BMP standards.
A job aid is available to download for on-site guidance.
This training is available on the Delaware Learning Center. The course costs $5. There is no exam required to complete the course. Once you complete the training, you will be able to access a certification of completion in your “completed” transcript for your own records.
Note: This course is available for free to those who request registration by Dec. 17, 2026, as part of the Sediment and Stormwater Program’s free training series during the fall and winter of 2026-27.
A Certified Construction Reviewer (CCR) is an inspector of sediment and stormwater controls hired by a developer when required by the plan approval agency. The CCR course offers detailed information on sediment control and stormwater management practices for those who wish to qualify as Certified Construction Reviewers under the Delaware Sediment and Stormwater Regulations.
The course will also benefit those in government, engineering, consulting, contracting or land development that work in the field of sediment and stormwater management. Certification is valid for five years.
Prior to registering for the CCR Course, individuals must complete the online Contractor Training Program.
The CCR Course is available on-demand on the Delaware Learning Center. Once you successfully complete the course and exam, you will be directed to complete an in-person field trip to finalize certification.

The Certified Construction Reviewer (CCR) recertification is an eight-hour course for CCRs whose certification will expire in the current year and who would like to continue their certification. This course highlights changes in the Sediment and Stormwater Program and Regulations, along with newer approaches to stormwater management.
CCRs eligible for recertification will be notified by DNREC’s Sediment and Stormwater Program. Notification does not guarantee a spot in the class, registration is required.
Due to changes in the regulations and class structure, Contractor Training Program (Blue Card) certification is now a prerequisite for the CCR certification and recertification. This training is available on the Delaware Learning Center.
The CCR recertification course is offered as two half-day class sessions, presented via the MS Teams video conference platform. Trainees must attend both sessions in their entirety, and pass an exam.
Registration through the Delaware Learning Center is required to participate in the recertification course, and is only available to those whose certifications expire this year. This training is $90.
CCRs and Blue Card holders must provide and maintain current email addresses. The Program is not responsible for certifications that expire if an individual cannot be reached by email.

Designer Training Modules are provided to assist Sediment and Stormwater Management Plan designers in use of DURMM and design of post construction stormwater best management practices.

The series includes a set of webinars, a free version of the Permanent Stormwater Facility Maintenance Course on the Delaware Learning Center and two opportunities for free, in-person designer training.

Participants must have an active Learning Center account and must request registration by Dec. 17, 2026. Requests will not be accepted after this date.

Training will be assigned to registrants’ accounts in the Learning Center on Dec. 17. There will be no deadline to complete this training.

The Sediment and Stormwater Program will offer two full-day In-Person Designer Training sessions – one on Feb. 18, 2027 and one on March 18, 2027. Both will run from 9 a.m. to 3 p.m.
This in-person training will take a deep dive into the construction and post-construction stormwater for development sites. DNREC Sediment and Stormwater Program staff, along with delegated agency staff will, instruct participants in the design methodologies and common pitfalls in the plan review and approval processes.
This training is intended for designers/engineers with five years of experience or less in Delaware. Each session will be limited to 20 participants. A laptop will be required.
