DNREC administers rebates to promote the use of several forms of renewable energy in Delaware.

The Green Energy Program began in 1999. It has provided funding to more than 6,000 Delaware renewable energy projects.

Rebates maintained by the DNREC Division of Climate, Coastal and Energy are available to offset the installed cost of renewable energy technologies, including photovoltaic (solar), geothermal, solar water heating and wind. These grants are only open to customers of Delmarva Power, funded through a public benefits fund charge ($0.000356 per kilowatt-hour consumed) collected every month.

Delaware’s other utilities operate similar programs.

New Programs

As of August 10, 2026, the Green Energy Program has launched three new rebate offerings.

Solar + Storage Pilot Program

The Solar + Storage Pilot Program offers residential, commercial and nonprofit entities rebates for the installation of battery energy storage systems paired with solar.

To be eligible, potential applicants must meet the existing guidelines for solar applications through the Green Energy Program.

Solar Canopies

Nonresidential (commercial and nonprofit) entities are eligible for rebates up to $100,000 for the installation of solar canopies.

A solar canopy is a raised structure, typically installed over parking lots, that holds solar panels overhead while providing functional, shaded space underneath.

Eligibility for this new rebate is determined by the existing guidelines for solar applications through the Green Energy Program.

This rebate cannot be combined with the current incentive for nonresidential solar.

Solar on Brownfields

Nonresidential (commercial and nonprofit) entities are eligible for rebates up to $100,000 for the installation of solar on brownfields.

To be eligible, the site must be a certified brownfield and meet the Green Energy Program’s existing guidelines for solar applications.

This rebate cannot be combined with the current incentive for nonresidential solar.

Applying for Renewable Energy Rebates

Grant applications must use the Green Grant Delaware online application system. Applications and required attachments should only be submitted after completing an acceptable energy audit and selecting an approved renewable energy contractor. Incomplete applications will not be reviewed.

As part of the grant application, applicants must sign over their Solar Renewable Energy Credits (SRECs) to the Delaware Sustainable Energy Utility. Learn more about SRECs for residential and non-residential customers.

Applicants are also required to register as an eSupplier with Delaware’s Division of Accounting prior to receiving grant payments. For assistance with this process, please contact the Division at 302-526-5600 and ask to speak with a member of the vendor team.

Participating Contractors

The Green Energy Program maintains a list of participating contractors approved to install renewable energy technologies eligible for state rebates. Installations done by contractors outside this list cannot receive rebates.

Contractors interested in becoming approved GEP contractors should submit a Participating Contractor Application to register with the program.

Other Utilities

If you are not a Delmarva Power customer, there are renewable energy rebates available through the Delaware Electric Cooperative and the Delaware Municipal Electric Corporation.

Expired Solar Panel Disposal

Disposal of expired solar panels is regulated by Delaware’s Regulations Governing Hazardous Waste (7 DE Admin. Code 1302) and Delaware’s Regulations Governing Solid Waste (7 DE Admin. Code 1301).
