Delaware’s Community Solar program, which is regulated by the Delaware Public Service Commission (PSC), provides an opportunity for Delmarva Power customers to receive credit for electricity generated by large-scale solar projects without installing panels on their own property.
While the Community Solar program is not run by the DNREC State Energy Office (SEO), the SEO provides this information about the program as a resource for Delaware residents.
Delawareans subscribe to a qualifying community solar project, which assigns them a percentage of its energy output (the subscription share).
Find a project: The PSC maintains a list of approved community solar projects with contact information.
Contact the project: Call or visit to discuss enrollment terms, fees and share size.
Sign the contract: Review carefully for subscription fees, billing terms and cancellation policies.
Receive credits: Credits will appear on your monthly Delmarva Power bill.
Each month, Delmarva Power applies credit to the subscriber’s bill based on their share of the project’s generation.
Projects charge a subscription fee, which is detailed in their enrollment contract and is billed separately from their regular bill.
The program is open to all Delmarva Power customers, including homeowners, renters and businesses.

Community Solar projects may conduct door-to-door marketing to enroll customers. Only projects that have received a Final Certificate to Operate from the PSC may enroll customers.
Agents marketing door-to-door must have had a criminal background check and have been properly trained in local, state and federal laws governing marketing activities. Additionally, they may not make false, misleading or deceptive statements.
For door-to-door marketing, agents shall promptly:
Identify the community solar project they are representing.
State that the agent and project do not represent Delmarva Power or any government agency.
State that the purpose of the visit is to sell a community solar subscription.
Prominently display an identification badge.
Offer a business card or other material that lists:
An agent may not request, nor should you provide to them, your Delmarva Power account number or ask to see your Delmarva Power bill until they have provided the above information.

The Delaware Public Advocate has been advised that there has been a company going door-to-door claiming to be a contractor of the Public Service Commission (PSC) and asking for account information for Delmarva Power & Light customers in order to correct a billing error. That information is then used to switch the customer’s electricity supplier without their explicit consent.
State agencies, including the PSC and the DNREC State Energy Office, do not solicit, or contract with companies to solicit, customers on behalf of electric suppliers.
If you are solicited in person or by phone by someone specifically claiming to represent the Public Service Commission, the DNREC State Energy Office or Delmarva Power & Light, do not divulge any personal information, including your utility account number, and contact the Public Service Commission at 302-736-7500 or 800-282-8574.
