Wastewater Conditions Assessment for Manufactured Home Communities

The DNREC Division of Water has launched a project to assess the conditions of wastewater and drinking water infrastructure in Delaware’s manufactured home communities. The goal of the project is to identify communities that may need a more detailed evaluation and/or assistance in developing solutions to improve conditions for residents.

Concerns About Failing Infrastructure

Failing or outdated septic systems can harm people’s health and degrade the environment. By assessing these systems, engaging with owners, operators, and residents, and ultimately identifying necessary improvements, this project will create safer and healthier neighborhoods.

The project is not focused on regulatory enforcement, though DNREC will respond to serious problems if they are found.

An Assessment to Guide Future Efforts

DNREC has contracted with Verdantas, a Delaware engineering, and environmental science consulting ﬁrm, to conduct this assessment.

Based on the information that was gathered during a desktop review, Verdantas has created a list of mobile home communities to contact and visit in person to gather additional information on community infrastructure conditions.

Representatives of Verdantas will contact community owners and or managers of the communities to arrange and organize site visits.

Filling Information Gaps

The site visits will include observations of the number of dwellings, number and type of wastewater management systems and whether there are signs of issues.

Verdantas will make observations and will flag any issues that need immediate assistance from the State.

Follow-up and Next Steps

Verdantas will generate a summary report of findings that Division of Water can share with owners, operators and residents of communities.

The Division of Water can also then assist in identifying available technical and ﬁnancial resources to support communities in identifying short- and long-term solutions to infrastructure concerns.
