Merck Sharp & Dohme, LLC of Rahway, N.J., requests permits to construct five (5) Cooling Towers; two (2) natural gas-fired boilers each rated at 28.687 MMBTU/hr; and one (1) 2500 kW natural gas-fired emergency generator at their Merck Wilmington Biotech Site located at 155 Innovation Boulevard, Wilmington, New Castle County. The Cooling Towers; Boilers; and Emergency Generator will be permitted to emit in the aggregate: 4.5 TPY of NOx; 8.4 TPY of CO; 2.2 TPY of VOC; 4.0 TPY of PM10/PM2.5; and 0.2 TPY of SOx by Permit: APC-2026/0002-CONSTRUCTION; APC-2026/0003-CONSTRUCTION; APC-2026/0004-CONSTRUCTION; APC-2026/0005-CONSTRUCTION; APC-2026/0006-CONSTRUCTION; APC-2026/0007-CONSTRUCTION (NSPS); APC-2026/0008-CONSTRUCTION (NSPS); and APC-2026/0009-CONSTRUCTION (NSPS) (GACT).

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending October 23, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
