Draft Permit
This office has under consideration the application of:
Synagro Technologies, Inc. (Synagro), based in Baltimore, Maryland has a distribution and marketing (DM) permit which authorizes the distribution and marketing of biosolids throughout the State of Delaware as a fertilizer product. Synagro’s biosolids, known as Granulite, are generated at the Philadelphia Renewable Bio-Fuels, LLC. biosolids processing facility, located in Philadelphia, PA. To assure compliance with State and Federal regulatory requirements, including requirements for “Class A” “Exceptional Quality” biosolids products, the finished product is sampled for specific bacterial, chemical, and nutrient parameters prior to distribution. In accordance with Synagro’s DM permit, biosolids may be utilized as a fertilizer by lawn care professionals or in agricultural settings at a rate to provide nutrients for vegetative growth, in accordance with approved product labels.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 30 days from this notice, ending at 4:30 p.m. on July 3, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
