This office has under consideration the application of:
NaturaLawn of America, Inc. (NaturaLawn), based in Frederick, Maryland has a distribution and marketing (DM) permit which authorizes the distribution and marketing of biosolids throughout the State of Delaware as a fertilizer product. NaturaLawn’s biosolids are generated at the Metropolitan Water Reclamation District of Greater Chicago’s (MWRDC) Stickney Water Reclamation Plant and stabilized at the Metropolitan Biosolids Management, LLC (MBM) heat drying facility, both located in Cicero, IL. To assure compliance with State and Federal regulatory requirements, including requirements for “Class A” “Exceptional Quality” biosolids products, the finished product is sampled for specific bacterial, chemical, and nutrient parameters prior to distribution. In accordance with NaturaLawn’s DM permit, biosolids may be utilized as a fertilizer by lawn care professionals or in agricultural settings at a rate to provide nutrients for vegetative growth, in accordance with approved product labels.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 30 days from this notice, ending at 4:30 p.m. on May 22, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
