Non-Discrimination Policy

The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) invites public comment on an amended proposal to clean up 16519 South DuPont Highway (DE-1768) (Site) located at 16519 South DuPont Highway in Harrington. The existing Final Plan of Remedial Action, noticed on June 6, 2022, is being amended due to the separation of the site into two tax parcels with different development plans. The Site was a former automotive repair facility that has been split into two operable units operable unit 1 (OU-1) and operable unit 2 (OU-2), to facilitate cleanup and redevelopment. OU-1 consists of approximately 1.33 acres on the northern part of the site and contains the site’s building used for operations, former refueling stations, and former underground storage tanks. OU-2 consists of approximately 1.91 acres on the southern part of the site and was used for agricultural purposes unrelated to the operations on OU-1.

16519 South DuPont Highway will be subject to the following key remedial actions for OU-1 and OU-2: submittal of an amended Environmental Covenant limiting the withdrawal of groundwater on the site. OU-1 will be subject to the following key remedial actions: the submittal of a Remedial Action Work Plan which specifies the methods to be used to remediate the site including the installation of a vapor mitigation system, development of and compliance with an amended Contaminated Materials Management Plan (CMMP), development of and compliance with an amended Long-Term Stewardship Plan, and the submittal of a Remedial Action Completion Report.
