Notice has been given that:
Willard Agri-Service of Greenwood, LLC requests a Natural Minor permit to construct one (1) Blick’s Unit #5062 Portable Polyphosphate Fertilizer Pipe Reactor, one (1) 150 kW Cummins Model DSGAC Distributed Diesel Generator and one (1) 18.5 kW Kubota Model V1505-E4B Distributed Diesel Generator at their facility located at 22272 South Dupont Highway, Greenwood, Kent County, Delaware. The equipment will be permitted to emit 0.38 tons per year of NOX, 0.14 tons per year of VOCs, 0.34 tons per year of CO, 0.18 tons per year of PM, 0.18 tons per year of PM10, 0.18 tons per year of PM2.5, 0.12 tons per year of SOX, 4.3 pounds per year of HAPs and 0.96 tons per year of NH3 by Permit# APC-2026/0043-CONSTRUCTION, Permit# APC-2026/0044-CONSTRUCTION and Permit# APC-2026/0045-CONSTRUCTION.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending January 1, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
