Notice is hereby given that Dover Downs, Inc. d.b.a. Bally’s Dover Casino Resort has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to operating conditions of their permit for their 1131 N. DuPont Hwy, Dover, Delaware facility.
Dover Downs, Inc. d.b.a. Bally’s Dover Casino Resort requests to reduce the frequency of visible emissions monitoring of the fire pump from daily to weekly monitoring. This change will not result in a change in permitted emissions. The facility has also taken operational limits. These limits are necessary to restrict Dover Downs, Inc. d.b.a. Bally’s Dover Casino Resort potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. The permit changes will not result in a change in these limits. Total permitted emissions from the facility are 13.49 tons per year of NOX, 0.31 tons per year of SOX, 8.45 tons per year of CO, 0.62 tons per year of VOCs, and 0.78 tons per year of PM10.
The application, the “draft” permit (APC-2001/0308-CONSTRUCTION/OPERATION (Amendment 11)(NSPS)(GACT)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending November 26, 2024. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
