Notice is hereby given that STA Pharmaceutical-Middletown Campus has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for the construction of pharmaceutical manufacturing equipment including granulation and coating processes; three (3) 33.475 MMBTU per hour natural gas-fired boilers; one (1) 2500 kW diesel-fired emergency generator; and thermal oxidizer for VOC control. The facility is located at 1091 Industrial Drive in Middletown, Delaware.

STA Pharmaceutical-Middletown Campus requests the following facility-wide limits: 603.73 Million Cubic Feet of Natural Gas by the boilers per twelve month rolling period; 200 hours of operation by the emergency generator per twelve month rolling period, and limits on the number of batches and the VOC content of each batch. These limits are necessary to restrict STA Pharmaceutical-Middletown Campus facility’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state. Total estimated emissions from the facility are: 14.70 TPY of NOx; 13.93 TPY of CO; 2.95 TPY of VOC; 6.13 TPY of PM10; and 0.53 TPY of SOx.

The application, the “Draft” Permit: APC-2024/0013-CONSTRUCTION (NSPS) (VOC RACT) (GACT) (MNSR) (SM), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “Draft” permit may be reviewed upon request. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending May 28, 2024. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
