Notice has been given that:
Pepco Holdings Inc. requests a construction permit for the installation of an enclosed ground flare as part of upgrades to their Delmarva Power and Light liquefied natural gas (LNG) facility located at 800 Delmarva Lane, Wilmington, DE. The flare will be permitted to emit 1.0 TPY of nitrogen oxides (NOX), 1.93 TPY of carbon monoxide (CO), 0.006 TPY of particulate matter (PM), 0.0005 TPY of sulfur oxides (SOX), 0.544 TPY of volatile organic compounds (VOC), and 0.009 TPY of hazardous air pollutants (HAPs) by Permit # APC-2024/0031-Construction. This notice updates emissions from the flare that were included in overall project emissions that were noticed on January 14, 2024. Total overall project emissions will be permitted at 2.99 TPY of nitrogen oxides (NOX), 4.40 TPY of carbon monoxide (CO), 0.089 TPY of particulate matter (PM), 0.02 TPY of sulfur oxides (SOX), 3.77 TPY of volatile organic compounds (VOC), and 0.64 TPY of hazardous air pollutants (HAPs).
The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending May 13, 2024. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
