Permit Application

Notice has been given that:

Pepco Holdings Inc. requests construction permits to construct three (3) 29.2 MMBTU/hr natural gas fired boilers with low NOx burners, an enclosed ground flare, and one Cummins 1484 HP natural gas fired emergency generator to upgrade their Delmarva Power and Light liquefied natural gas (LNG) facility located at 800 Delmarva Lane, Wilmington, DE. The three boilers will replace the two currently permitted boilers on site. This equipment will be permitted to emit 2.99 TPY of nitrogen oxides (NOX), 4.40 TPY of carbon monoxide (CO), 0.089 TPY of particulate matter (PM), 0.021 TPY of sulfur oxides (SOX), 3.233 TPY of volatile organic compounds (VOC), 4143.504 TPY of carbon dioxide (CO2) and 0.637 TPY of hazardous air pollutants (HAPs) by Permits # APC-2024/0028-Construction through APC-2024/0032-Construction.

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending January 29, 2024. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
