Project Description: Allen Harim Foods, LLC is seeking to make a limited amendment to the On-Site Wastewater Treatment and Disposal System Operations Permit (State Permit No. 597261-01) for the Allen Harim Harbeson Processing Facility. In addition to its own processing flows, the Harbeson facility is currently authorized to receive and treat up to 40,000 gallons per day (GPD) of poultry wastewater hauled in from the Allen Harim Pinnacle Processing Facility and 40,000 GPD of poultry wastewater hauled in from the Allen Harim Dagsboro Hatchery. The amendment request would authorize the Harbeson facility to receive and treat a combined and increased maximum volume of 120,000 GPD of poultry wastewater hauled in from the Pinnacle and Dagsboro facilities, without a per-site split. The applicant is seeking the amendment to provide the Harbeson facility with improved flexibility and efficiency in managing wastewater operations. The Harbeson facility is not seeking to increase its own operational flows, the facility maintains sufficient treatment capacity to manage the increased hauled in flows, and the applicant is not seeking to increase the facility’s 1.5 million gallon per day (MGD) 7-day average and 2.0 MGD peak daily discharge limits. This amendment request is therefore limited to changing Part I.D “Influent Limitations” of State Permit No. 597261-01 only.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to this limited amendment application is received within 15 days from this notice, ending at 4:30 p.m. on February 7, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
