Project Description: Kent County Levy Court proposes to install approximately one thousand two hundred and twenty-six linear feet (1226 LF) of twelve inch (12”) diameter epoxy lined ductile iron sanitary sewer force main, and three (3) submersible screw impeller pump stations to implement a new biosolids dewatering and thermal drying facility to replace the existing aged belt filter presses and thermal dryers at the Kent County Regional Resource Recovery Facility (KC RRRF) at 139 Milford Neck Road, Milford, DE 19963.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 15 days from this notice, ending at 4:30 p.m. on January 8, 2026. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
