Project Description: Town of Millsboro has submitted an application for a Construction Permit for an On-site Wastewater Treatment and Disposal System for a new wastewater treatment plant. The system has been designed with an initial Phase 1 capacity of 1.7 million gallons per day and would be constructed to allow for an expansion to a future Phase 2 capacity of 3.0 million gallons per day of wastewater. The system consists of screening & grit removal, a Sequencing Batch Reactor that will provide secondary treatment and nutrient removal, disk filters for tertiary treatment, and a UV disinfection system with a secondary disinfection system. The treated effluent is pumped to Rapid Infiltration Basins and spray irrigation fields for disposal.

Project Description: Town of Millsboro has submitted renewal applications for an Operating Permit for an On-site Wastewater Treatment and Disposal System and a Spray Irrigation System. The system has been designed to treat and discharge an average flow of 1.15 million gallons per day of wastewater. The system consists of a biological nutrient removal system with membrane filtration and UV disinfection. The treated effluent is pumped to Rapid Infiltration Basins and beneficial reuse spray irrigation fields for disposal. The spray irrigation fields are located on approximately 82.24 acres at the White Farm on the north side of Hardscrabble Rd (SR20), west of Niblett Dr, east of Gov. Stockley Rd (SR432). Additional spray irrigation fields are located on approximately 8.75 acres at the Millsboro Middle School located at 302 E. State St. The Operating Permits are interim permits associated with a Construction Permit application for the Town’s new wastewater treatment plant.

A public hearing on the above applications will NOT be held unless the Secretary of DNREC determines that a public hearing is in the public interest or if a written meritorious objection to the application is received within 15 days from this notice. A public hearing request shall be deemed meritorious if it exhibits a familiarity with the application and provides a reasoned statement of the action’s probable impact.
