The Department of Natural Resources and Environmental Control (DNREC) Remediation Section (RS) has adopted a plan regarding the clean-up of the Justison Landing Parcel 1B Site (DE- 1893) (Site) located at 308 Justison Street in Wilmington consisting of 0.85 acres. The Site has been used as a seasonal beer garden in the summer and an ice-skating rink in the winter. In the past, the Site was part of a historic ship building area and was used for the City of Wilmington Maintenance Yard.
The Site was previously included as part of the Justison Landing Redevelopment—Phase I Site (DE- 1377) as Parcel 1 which has an approved Final Plan of Remedial Action (Final Plan). Some remedial actions were completed on the Site in accordance with that Final Plan. However, in 2018, for redevelopment purposes, Parcel 1 was split into Parcel 1A and Parcel 1B. Parcel 1A is being addressed as separate Site (DE-1674). This Final Plan of Remedial Action is for Parcel 1B (DE-1893).
The Site requires installation of vapor barriers on any occupied buildings, restriction on land disturbing activities and groundwater withdrawal, updating and compliance with a contamination materials management plan, and preparation and compliance with a long-term stewardship plan.
DNREC issued a public notice of the Proposed Plan of Remedial Action (Proposed Plan) for the Justison Landing Parcel 1B Site on March 30, 2025. There were no comments or questions from the public regarding the Proposed Plan.
