The Department invites public comment on proposals to clean-up Operable Unit 1 (OU-1), Operable Unit 2 (OU-2) and Operable Unit 3 (OU-3) of the Brandywine Country Club Site (DE-1631) located at 2822 Shipley Road in Wilmington. The Site is a former 18-hole golf course, approximately 112 acres in size, that has been divided into operable units to facilitate cleanup and redevelopment. OU-1 consists of approximately 19 acres of the southwestern portion of the Site and includes one (1) pond and a maintenance building. OU-2 of the Site consists of approximately 25 acres of the western portion of the Site. OU-3 of the Site consists of approximately 32 acres of the central and eastern portion of the Site and includes a clubhouse, parking lot, tennis courts, and a pool. The remainder of the Site (OU 4) will be addressed separately as part of future redevelopment activities.
OU-1 and OU-2 of the Site will be subject to the following key remedial actions: excavation of limited areas of soils impacted with arsenic from golf course operations that will either be disposed of offsite at a licensed disposal facility after which remaining residually-impacted soils in these areas will be blended with deeper soils to further reduce concentrations, as necessary, or the excavated soils will be capped in limited areas within OU-1 and OU-2, and also the recording of an Environmental Covenant (EC) restricting both land-disturbing activities and requiring compliance with the Long-Term Stewardship (LTS) Plan for capped soils, requiring compliance with the Contaminated Materials Management Plan (CMMP), and restricting groundwater withdrawal.
