7 DE Admin. Code §5101 Delaware Sediment and Stormwater Regulations require all construction projects having a sediment and stormwater management plan to have Responsible Personnel who have attended and successfully completed the Contractor Training Program on site during construction. To satisfy this requirement, the Delaware Department of Natural Resources and Environmental Control (DNREC) offers the Sediment and Stormwater Contractor Training Program, often referenced as the Blue Card course, for individuals to gain certification as Responsible Personnel.
In accordance with §6.2.3 of the regulations, certification as Responsible Personnel is valid until the Department notifies the individual that additional training is required due to a change in course content. The Sediment and Stormwater Regulations were revised, effective February 11, 2019, and the Contractor Training Program content has been updated accordingly.
Individuals previously certified in the year 2018 or earlier are hereby notified that they are required to complete additional training to maintain certification as Responsible Personnel. Failure to complete the training by December 31, 2021, will result in expiration of Contractor Training Program certification as Responsible Personnel.
In March 2021, the Sediment and Stormwater Program began offering the Contractor Training Program as an online course that can be completed on the participant’s schedule. In-person classes are no longer offered. The registration fee for online training is $65.00.
