The Department of Natural Resources and Environmental Control (DNREC), Division of Climate, Coastal and Energy, Coastal Zone Act Program, has received a major modification application from FujiFilm Imaging Colorants, Inc. (“FujiFilm”) regarding their existing standard coastal zone permit (CZA-441P). Notice is hereby given that the modification application (CZA-441M-1) has been considered administratively complete and sufficient to proceed to public hearing on Wednesday, May 3, 2023, beginning at 6 p.m.
FujiFilm is proposing to modify existing permit CZA-441P, which authorizes the manufacturing of 110 tons per year (TPY) of high-performance aqueous pigment dispersions for ink jet printer ink. The proposed modification would introduce additional equipment and a new boiler building to the site and utilize the processes described and permitted under CZA-441P to create the same products, thereby increasing the production capacity to 220 TPY.
DNREC further provides notice that FujiFilm formally withdrew a previous application for a major modification to their existing standard coastal zone permit prior to a scheduled public hearing (Docket #2022-P-CCE-0018) on December 14, 2022. As a result, no hearing was held and no final permitting decision was rendered by DNREC on that application. FujiFilm is pursuing those same modifications in the present application.

DNREC will conduct a virtual public hearing (Hearing Docket #2023-P-CCE-0010) on Wednesday, May 3, 2023, beginning at 6 p.m. to consider comments from the public on FujiFilm’s request for a major modification of their existing standard coastal zone permit.
