The Department of Natural Resources and Environmental Control’s (DNREC) Division of Watershed Stewardship issued a decision on January 16, 2026, to deny the application submitted by David Heffernan on behalf of Ms. Barbara Curtis (“Appellant”) for a Coastal Construction Permit for the after-the-fact construction of a 10-foot-wide concrete dune crossover located at Lot 2, Clifton Shores, Sussex County (Tax ID #230-17.00-241.00) (“Application”).

Pursuant to Section 6.2 of 7 DE Admin. Code 5102, the Appellant in this matter has requested an Administrative Hearing to seek reconsideration of the Division’s decision to deny the Application.
