Pursuant to the Hazardous Substance Cleanup Act (HSCA), 7 Del. C. Chapter 91, §9126, the Department of Natural Resources and Environmental Control (DNREC) is required to issue a public notice within twenty days after entering into negotiations for a Brownfield Development Agreement (BDA). A BDA is an agreement between DNREC and a Brownfield developer with respect to a Certified Brownfield Site that sets forth a scope of work and schedule of remedial activities during the development of the Site.
DNREC’s Remediation Section (DNREC-RS) negotiated a BDA with Shamrock3 LLC.. regarding the 1507 A Street Site (Site), located at 1507 A Street, Wilmington, Delaware. Identified by New Castle County as tax parcel numbers 26-058.10-217, 26-051.30-289, 26-051.30-290, 26-051.30-291, 26-051.30-292, 26-058.10-281, 26-058.10-214, 26-058.10-215, 26-058.10-216, 26-051.30-293, 26-051.30-294, 26-051.30-295, 26-051.30-296, 26-058.10-210, the Site may have had a release of hazardous substances as a result of historical activities on site. The public comment period begins on Wednesday, September 27, 2023, and will end at the close of business on Monday, October 16, 2023.
