Notice has been given that:

Colors & Effects USA LLC requests a construction permit to construct the A-10 Extraction Process at 205 South James Street, Wilmington and County of New Castle. The A-10 Extraction Process will be permitted to emit 0.11 TPY of methanol, 1.32 TPY of n-pentanol, 0.035 TPY of Hexylene Glycol, 1.47 TPY of total VOCs, 0.094 TPY of total PM, 0.034 TPY of PM₁₀, and 0.017 TPY of PM_2.5 by Permit# APC-2026/0010-CONSTRUCTION.

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending July 16, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
