Draft/Proposed Permit

Notice is hereby given that Liveo Research Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for Facility-wide Amendment to Synthetic Minor Permit at 1389 School House Road, New Castle, Delaware.

Liveo Research, Inc requests a limit for the maximum facility-wide combustion of natural gas shall not exceed 185.8 MMscf per twelve (12) month rolling period, and the Calendar lamination line shall not operate for more than 6,570 hours per twelve (12) month rolling period to keep the facility within the emission limitations. These limits are necessary to restrict Liveo Research Inc.’s potential to emit air pollutants. The limits will be enforceable by the EPA and the state. Total permitted emissions from the facility-wide units are 5.213 TPY VOCs, and 5.897 TPY PM/PM10. The total permitted emissions from the natural gas-fired units are 0.075 TPY VOC, 7.13 TPY NOX, 5.99 TPY CO, 0.543 TPY PM10, 0.543 TPY PM2.5, and 0.043 TPY SO2.

The application, the “draft” permit (APC-2008/0060-OPERATION (Amendment 5)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending June 12, 2026. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
