Notice has been given that:
Enstructure Wilmington Holdings, LLC., the operator of the Port of Wilmington, requests construction permits to construct two new identical mobile cranes associated with one grab bucket for unloading and loading of cargo at the Port of Wilmington located at 1 Hausel Road, Wilmington, Delaware. The diesel engines for the cranes are EPA Non-Road Tier 4 certified engines. Each engine will be permitted to emit 0.83 tons per year of NOx, 0.17 ton per year of CO, 0.04 ton per year of PMtotal, 0.04 ton per year of PM10, 0.04 ton per year of PM2.5, 0.04 tons per year of total hydrocarbon (VOCs), and 0.02 ton per year of SO2 by Permits: APC-2026/0152-CONSTRUCTION (RACT) and APC-2026/0164-CONSTRUCTION (RACT). Emissions associated with the grab bucket are covered under existing Permit: APC-2007/0041-CONSTRUCTION/OPERATION (Amendment 4). There will be no change in emissions for this permit.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending April 23, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
