Draft Permit

Notice is hereby given that Siemens Healthcare Diagnostics, Inc., having a facility at 500 GBC Drive, Newark, Delaware, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit (Permit: APC-2026/0047-CONSTRUCTION (NSPS)(GACT)(FE)) for a 510 kW (755HP) Kohler Model 500REOZJC diesel fueled generator and the associated fuel oil storage tank for emergency use at Building 100. The emergency generator will be limited to 150 hours of operation per year and permitted to emit 0.472 TPY of NOX, 0.051 TPY of CO, 0.001 TPY of SOX, 0.003 TPY of PM10, 0.003 TPY of PM2.5 and 0.01 TPY of VOC.

Siemens Healthcare Diagnostics, Inc. requests a limit of 150 hours of operation per year for the emergency generator. These limits are necessary to restrict Siemens Healthcare Diagnostics, Inc. potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. Total permitted emissions from the facility are 15.042 TPY of NOX, 8.481 TPY of CO, 0.351 TPY of SOX, 1.153 TPY of PM10 and 0.82 TPY of VOC.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor Permit (Permit: APC-83/0397-OPERATION (Amendment 9)(SM)) via an Administrative Amendment.

The application, the “draft” permit (Permit: APC-2026/0047-CONSTRUCTION (NSPS)(GACT)(FE)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending February 13, 2026. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
