Notice has been given that:
Four M Company, requests a modification to existing permits to operate five printing presses and a starch silo at their 1601 POW/MIA Highway, Dover, Delaware, Kent County facility. The five printing presses will be permitted to emit 3.28 tons per year of VOCs from coating and adhesive operations combined and 1.67 tons per year of VOCs from cleaning operations combined by Permit: APC-2022/0010-Operation (Amendment 1) and Permit: APC-2022/0084-Operation (Amendment 1). The starch silo will be permitted to emit 0.0304 tons per year of PM10 and 0.00203 tons per year of PM2.5 by Permit: APC-2022/0009-Operation (Amendment 1).
The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending November 27, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
