Notice is hereby given that Garrison Energy Center, LLC having a facility at 450 Garrison Oak Drive, Dover, Delaware, has submitted a request for permit renewal pursuant to 7 DE Admin. Code 1130, Section 7 for the operating Permit: AQM-001/00245-Renewal 1. Based on the data and certifications contained in the application, the Division of Air Quality concludes that the applicant meets all applicable requirements promulgated by the Environmental Protection Agency (EPA) and the Department of Natural Resources and Environmental Control (DNREC). Therefore a “Draft/Proposed” permit renewal has been prepared. This “Draft/Proposed” revises startup and shutdown emission limits for NOx and CO for the Combustion Turbine and incorporates revisions to the State Implementation Plan (SIP) that are applicable.
The underlying 7 DE Admin. Code 1102 permits: Permit: APC-2012/0098-OPERATION (Amendment 3) (NSPS) (LAER) (PSD) (FE); Permit: APC‑2012/0038‑OPERATION (Amendment 3) (FE); and Permit: APC‑2012/0039‑OPERATION (Amendment 3) (VOC RACT) (FE) will also be amended to include the new requirements that have been incorporated into the Title V permit. Permit: APC-2012/0098-OPERATION (Amendment 3) (NSPS) (LAER) (PSD) (FE) limits emissions to 106.2 TPY NOX, 97.4 TPY CO, 24.3 TPY SO2, 120.4 TPY PM10/PM2.5, 19.3 TPY VOCs, 19.4 TPY H2SO4, 2.5 TPY HAPs as Formaldehyde, 80.0 TPY NH3, 1,006,399 TPY CO2e. Permit: APC‑2012/0038‑OPERATION (Amendment 3) (FE) limits emissions to 2.85 TPY PM/PM10/PM2.5.
The application, the “Draft/Proposed” permit renewal (Permit: AQM-001/00245-Renewal 1), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “Draft/Proposed” permit renewal may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. The “Draft/Proposed” permit renewal is being submitted to EPA for concurrent processing. If there are no significant comments, the “Draft/Proposed” permit renewal will be issued as a final permit after expiration of the EPA review period.
A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending December 5, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit renewal’s probable impact.
