Notice is hereby given that American Air Liquide having a facility at 200 GBC Drive, Newark, Delaware, has requested an amendment to the federally enforceable 7 DE Admin. Code 1102 operation permit (Permit APC-2020/0187-OPERATION (SM)), for the operation of the Libra Skid and HPP Skid Test Platforms with a carbon adsorber. The Libra Skid and HPP Skid Test Platforms will be permitted to emit 6.02 TPY VOCs and 0.427 TPY HAPs. Emissions from individual pollutants in the Libra Skid and HPP Skid will be permitted to emit as follows: 12.37 TPY CH4, 3.36 TPY Ethane, 1.21 TPY Propane, 1.07 TPY Butane, 0.038 TPY C5+(hexanes), 0.38 TPY Pentane, 0.66 TPY C6+ components, 0.923 TPY Ethylene, 1.39 TPY Propylene, 0.36 TPY Naphtha, 0.000374 TPY NH3, 0.0025 TPY H2S, 0.00405 TPY Toluene, 0.00466 TPY Ethyl Benzene, 0.00466 TPY Mixed Xylenes, 0.0000273 Ethyl Mercaptan, 0.0141 TPY Methanol, 0.0000136 TPY Ethylene glycol, 0.0000495 TPY MEK, 0.0000316 TPY EtOH, 0.0000426 TPY Dimethyl Sulfide, 0.0000642 TPY Freon113, 0.00000618 TPY Trimethyl silanol, 0.25 TPY Hexane, 0.19 TPY Heptane, and 0.21 TPY Octane by Permit: APC-2020/0187-OPERATION(Amendment 2)(SM).

American Air Liquide requests a limit for 200 days per year venting events. The Company has agreed to lower TPY VOC limits in the Research-001 and Research-002 to 10 TPY VOC by Permit: APC-2007/0016-OPERATION (Amendment 9)(VOC RACT)(SM). These limits are necessary to restrict American Air Liquide’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state. Total permitted emissions from the facility are 16.97 TPY VOCs, 11.04 TPY HAPs, 16.65 TPY NOx, 1.01 TPY PMtotal, 9.18 TPY CO and 0.29 TPY SOx.

Upon completion of the review period, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor Permit (Permit: APC-2007/0016-OPERATION (Amendment 8)(VOC RACT)(SM)) via an Administrative Amendment.

The application, the “draft” permits (Permit: APC-2020/0187-OPERATION(Amendment 2)(SM) and Permit: APC-2007/0016-OPERATION (Amendment 9)(VOC RACT)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permits may be reviewed upon request. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending November 21, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
