Application

Notice has been given that:

Stockley Materials LLC requests a permit to construct one (1) Continental Biomass Industries (CBI) Model 5800BT wood grinder at the Mr. Mulch facility located at 22288 Coverdale Road, Seaford, in Sussex County. The grinder engine will be held to the relevant Tier 4 emission standards. The equipment will be permitted to emit up to 4.54 tons per year (TPY) of NOX, 0.02 TPY of CO, 0.06 TPY of PM10, 0.06 TPY of PM2.5, 0.01 TPY of SOX, and 0.05 TPY of HC from fuel combustion and 1.35 TPY of PM10 and 1.35 TPY of PM2.5 from the equipment’s grinding activities by Permit: APC-2025/0065-CONSTRUCTION (NSPS)(PTE).

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending November 6, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
