Notice has been given that:

International N&H USA, Inc. requests a natural minor permit to construct a new bulk bag packaging line and associated dust collector at their facility, located at 1301 Ogletown Road, Newark, DE 19711. The new bulk bag packaging line and associated dust collector will be permitted to emit 0.09 tons per year (TPY) of PM/PM₁₀/PM_2.5 by Permit: APC-2025/0013-Construction. International N&H USA, Inc. also requests a natural minor permit to construct a new storage bin and associated dust collector. The new storage bin and associated dust collector will be permitted to emit 0.25 tons per year (TPY) of PM/PM₁₀/PM_2.5 by Permit: APC-2025/0018-Construction.

The applications for these permits may be reviewed upon request. The applications are posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending September 1, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
