Draft Permit

Allan Myers, Delaware, Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for an amendment to their permit for equipment located at 22351 Joseph Road, Georgetown, Delaware. The amendment will increase contracted RAP crushing service from 40,000 TPY to 100,000 TPY, and increase throughput for the contracted RAP processor from 300 tons per hour to 400 tons per hour.

Total estimated emissions from the facility are 7.61 TPY THC/TOC, 12.18 TPY NOx, 13.87 TPY SOx, 29.30 TPY CO, 3.53 PM2.5, 5.60 TPY PM10, and 11.86 TPY PT.

The application, the “draft” permit (APC-97/0494-OPERATION (Amendment 21) (MNSR)(NSPS)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending August 26, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
