Notice has been given that:
The City of Wilmington and Jacobs, request a 7 DE Admin. Code 1102 natural minor permit for the operation of three (3) existing digester gas flares at the Wilmington Wastewater Treatment Plant (WWTP) located at 12th Street and Hay Road in Wilmington, Delaware. The operation of these flares was previously covered by the facility’s Title V Permit: AQM-003/00389 (Renewal 4) (Revision 2). The facility is no longer a major source of air pollutants and this permit will replace the existing Title V permit. This permitting action also changes the status of the facility from a major source to a minor source. There are no emission increases associated with this permitting change. The flares will be permitted to emit 2.01 TPY of PM10, 4.49 TPY of NOx, 1.37 TPY of SO2, 6.86 TPY of CO, 0.48 TPY of VOC by Permit: APC-2024/0066-OPERATION.
The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending August 4, 2025. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
