The Department of Natural Resources and Environmental Control, Division of Air Quality, received an application from Christiana Care Health Services, Inc. – Christiana Hospital for a Minor Permit Modification to Permit: AQM-003/00080-Renewal (04) in accordance with the procedures of 7 DE Admin. Code 1130. The Minor Permit Modification consists of replacing 10 Natural gas dryers with burner input of 1.13 MMBTU/hr with 8 new natural gas dryers with heat input rating for each new dryer is 1,880,000 BTU/hr in the textile building located at 4755 Ogletown Road, Newark, DE 19718. It also updates incorrect equipment ratings listed under insignificant activities and revises the emission unit descriptions to reflect the buildings where they are currently located for quick reference. Lastly, the facility has requested the removal of Emission Unit 502, which includes two ironers, as these ironers do not burn fuel and are instead steam-powered.

Based on the data and certifications contained in the application, the Division of Air Quality concludes that the applicant meets all applicable requirements promulgated by the Environmental Protection Agency (EPA) and the Department of Natural Resources and Environmental Control (DNREC). Therefore a “draft/proposed” minor permit modification has been prepared.

The application, “draft/proposed” minor permit modification and any related materials may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. The “draft/proposed” permit renewal is being submitted to EPA for concurrent processing. If there are no significant comments, the “draft/proposed” permit renewal will be issued as a final permit after expiration of the EPA review period.

A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending July 29, 2025. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the Minor Permit Modification’s probable impact.
