Draft Permit

Notice is hereby given that Allan Myers, Delaware, Inc. has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2.9, and 12.3 for construction of a replacement drum mixer at 22351 Joseph Road, Georgetown, Delaware.

Allan Myers, Delaware, Inc. requests no increases to emission or operational limitations with this application. The existing limits are necessary to restrict Allan Myers, Delaware, Inc.’s potential to emit air pollutants, and the limits will be enforceable by the EPA and the state. Total permitted emissions from the facility are 19.73 tons per year of total particulate (PT), 7.26 tons per year of PM10/PM2.5, 12.71 tons per year of NOX, 13.88 tons per year of SOX, 37.89 tons per year of CO, and 8.18 tons per year of total hydrocarbons (THC).

The application, the “draft” permit (APC-97/0494-CONSTRUCTION (Amendment 20) (MNSR)(NSPS)(SM)), all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy or summary of other materials, if any, considered in preparing the “draft” permit may be reviewed upon request. The materials are posted at de.gov/dnrecnotices. A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending September 17, 2024. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
