Notice has been given that:

DuPont Specialty Products USA, LLC, has requested a permit to construct a new lab involving the chemical conversion of carbon monoxide (CO) at the DuPont Experimental Station, located at 200 Powder Mill Road in Wilmington within New Castle County. Short-term emissions from the lab’s activities will be limited to 11.5 pounds per hour (lbs/hr) of CO, 0.07 lbs/hr of hydrogen (H2), 0.19 lbs/hr of ethylene (C2H4), 0.13 lbs/hr of ethanol (C2H6O), and 0.03 lbs/hr of 1-propanol (C3H8O) by Permit: APC-2024/0039-Construction. The permit will also contain rolling twelve (12) month limits of 16.6 tons for CO, 0.10 tons for H2, 0.28 tons for C2H4, 0.18 tons for C2H6O, and 0.04 tons for C3H8O.

A public hearing on the above application will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding the application within 15 days from the date of this notice, ending March 25, 2024. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
