Notice is hereby given that AstraZeneca Pharmaceuticals LP having a facility at 587 Old Baltimore Pike Newark, Delaware, has requested a federally enforceable 7 DE Admin. Code 1102 construction permit (Permit: APC-2024/0037-CONSTRUCTION) for the construction of a new high speed sachet packaging line, identified as OP-2, in Building 7. The high speed sachet packaging line will be permitted to emit 0.0007 TPY of PMTotal.

AstraZeneca Pharmaceuticals LP has facility wide tonnage limit for NOx and total PM emissions from the dust collectors process and all fuel burning equipment to not exceed 23 TPY NOx and 5 TPY PMTotal respectively. These limits are necessary to restrict AstraZeneca Pharmaceuticals LP potential to emit air pollutants, and the limit will be enforceable by the EPA and the state. Total permitted emissions from the facility are 23.0 TPY NOx and 5 TPY PMTotal.

Upon completion of construction, the Department will incorporate the operating conditions and limits of the 7 DE Admin. Code 1102 Construction permit into the facility’s existing Synthetic Minor Permit (Permit: APC-2003/0709-OPERATION(NSPS)(SM)(Amendment4)) via an Administrative Amendment.

A public hearing concerning the permitting action will not be held unless the Secretary of the Department of Natural Resources and Environmental Control receives a request for such hearing within thirty (30) days from the date of this notice, ending March 26, 2024. A request for a hearing shall be in writing and must show a familiarity with the application and a reasoned statement of the permit’s probable impact.
