The Department invites public comment on an amended proposal of remedial actions for Operable Unit 4 (OU-4) of the Chrysler Newark Assembly Plant Site (DE-0105) located in Newark. The approximately 272-acre Site was the former location of a vehicle assembly plant and is currently the location of the University of Delaware’s Science, Technology, and Advanced Research (STAR) Campus. This Amended Proposed Plan of Remedial Action specifically addresses a 24.6-acre portion of the Site referred to as OU-4. An Amended Proposed Plan of Remedial Action has been issued for OU-4 in consideration of development plans. As a result, OU-4 was divided into and evaluated as two sections – OU-4A and OU-4B.
OU-4A is not subject to any remedial actions for soil. Remedial actions for soil and soil gas were already implemented on OU-4B in accordance with the original Final Plan of Remedial Action and remain the same. OU-4B is subject to the following key remedial actions: maintenance of the cap atop soils within two identified areas of concern, restrictions on property to non-residential use, and continued compliance with the site-specific Contaminated Materials Management Plan and Long-Term Stewardship Plan, which includes groundwater monitoring. All of OU-4 will also be subject to a restriction on groundwater use.
