Notice has been given that:
Mountaire Farms of Delaware, Inc., requests a (construction) permit to construct and operate a WINGS Dust Control unit in the receiving pit and increase production at Receiving from 73,986 TPY to 195,000 TPY at their 3009 North Little Creek Rd., Little Creek, Kent County facility. The Receiving Area will be permitted to emit 0.64 TPY PM10 (a decrease of 1.5 TPY PM10), by Permit# APC-2001/0279-CONSTRUCTION (Amendment 7)(MNSR). The WINGS unit reduces emissions by 85% to comply with Minor New Source Review.
The dryer and shipping permits will be amended to increase throughput from 73,986 TPY to 195,000 TPY each. The GSI column dryer fired on propane will be permitted to emit 2.2 TPY PM10, 4.8 TPY NOx, 0.0067 TPY SO2, 0.37 TPY TOC, and 2.8 TPY CO, by Permit# APC-2021/0012-CONSTRUCTION/OPERATION (Amendment 3)(MNSR). Mineral oil application, dryer tons/hour and hours are permit limits to comply with Minor New Source Review.
Shipping will be permitted to emit 1.1 TPY PM10, by Permit# APC-2001/0280-CONSTRUCTION/ OPERATION (Amendment 7).

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending April 24, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
