Notice has been given that:

DuPont Specialty Products USA, LLC, has requested a permit to construct one (1) Doosan backup air compressor powered by an onboard 536 horsepower (HP) diesel-fired Cummins Model X15 engine and a permit to operate one (1) 1,000 kW (1,490 HP), diesel-fired Cummins/Onan Model 1000DFJD emergency generator at the DuPont Experimental Station, located at 200 Powder Mill Road in Wilmington within New Castle County. The engine associated with the backup air compressor will be limited to the relevant Tier 3 emission standards specified within Appendix I of 40 CFR Part 1039 by Permit: APC-2023/0095-Construction. The emergency generator will be permitted to emit up to 1.04 pounds per hour (lbs/hr) of particulate matter, 0.018 lbs/hr of sulfur oxides, 35.76 lbs/hr of nitrogen oxides, 8.20 lbs/hr of carbon monoxide, and 1.05 lbs/hr of volatile organic compounds by Permit: APC-2024/0003-Construction/Operation.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending December 25, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
