Diamond Materials, LLC, requests a permit to construct and operate an impact crusher and screener to replace existing equipment and an existing crusher at the following facilities:

• 394 S. Chapel Street, Newark, New Castle County
• Village of Bayberry, Jamison Corner Road, and Boyds Corner Road, Middletown, New Castle County
• Christiana Mall North Parking Area, Newark, New Castle County
• 36393 Sussex Highway, Delmar, Sussex County
• 560 South College Avenue, Newark, New Castle County
• 3700 Bay Road, Dover, Kent County
• Indian River Inlet, Rt. 1, Bethany Beach, Sussex County
• 4145 Philadelphia Pike, Claymont, New Castle County

Operation at 4145 Philadelphia Pike, Claymont, New Castle County, is limited to nine (9) months.

The equipment will be permitted to emit 2.11 TPY PT, 0.85 TPY PM10, 0.31 TPY PM2.5, 3.16 TPY CO, 2.60 TPY NOx, 0.007 SO2, and 0.18 TPY THC by Permit# APC-2008/0087-CONSTRUCTION/OPERATION (NSPS)(Amendment 15).

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending April 17, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
