Notice has been given that:

Atlantic Concrete Company, Inc., requests a construction permit to construct one (1) Stephens Model Empire Dry Concrete Batch Plant (rated at 120 cubic yards per hour or 240 tons per hour (TPH)) consisting of a 14 yard cement batcher, two (2) round Stephens Storage Silos, two (2) Stephens Ozone Super-Flow (SOS)-1020 cartridge pulse silo dust collectors, one (1) C&W Model CP-7500 Dust collector, one (1) Stephens SV-20 cement batcher vent and associated equipment at their 30548 Thorogoods Road, Dagsboro, Sussex County facility. The 240 TPH Stephens Model Empire Dry Concrete Batch Plant will be permitted to emit 2.96 TPY of PM10 and 8.14 TPY of PMTotal by Permit# APC-2024/0018-CONSTRUCTION. This concrete plant will replace an existing plant that is more than 40 years old.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending November 27, 2023. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
