The state provides loans for the construction, repair and upgrading of municipal wastewater facilities. Loans come from the Delaware Water Pollution Control Revolving Fund (also known as the Clean Water State Revolving Fund).
Loans are available for projects such as new wastewater treatment plants, upgrades or expansions; Combined Sewer Overflow (CSO) projects; pump stations (new or upgrades); new collector sewers or interceptors; surface water management projects under a permit for a Municipal Separate Storm Sewer System (MS4); and sewer rehabilitation projects. Green infrastructure, water efficiency, energy efficiency, or environmentally innovative projects are also eligible.
Loans are made at below-market interest rates. Loan subsidies, including principal loan forgiveness, lower rates of interest, and loan repayment terms up to 30 years, may be provided based on estimated residential project affordability.
Loans for publicly owned wastewater treatment projects are awarded through the Project Priority List process.
Eligible projects are those that meet the EPA description for 212 (centralized wastewater projects).
Owners/operators of publicly owned wastewater treatment facilities.
