Notice has been given that:

Heritage Concrete-Harbeson, requests construction permits to construct one (1) Stephens Stallion Series High Production Ready-Mix concrete batch plant (rated at a maximum operating rate of 120 cubic yards per hour or 240 tons per hour (TPH)) consisting of four (4) aggregate hoppers with attached aggregate scales, one (1) split silo that will contain Portland cement and Granulated blast furnace slag or fly ash at a 60/40 split, equipped with two (2) C&W DustTech Model CP-LPR-8-S-FS cement and slag/fly ash dust collectors, one (1) Stephens Ozone Super-Flow Model SOS-3400 cartridge pulse central dust collector and associated equipment located at their 33386 Stiener Road, Georgetown, Sussex County facility. The 120 cubic yard per hour Ready-Mix concrete batch plant will be permitted to emit 2.01 TPY of PM₁₀, 0.30 TPY of PM_2.5 and 4.24 TPY of PM_Total by Permit# APC-2026/0188-CONSTRUCTION, Permit# APC-2027/0042-CONSTRUCTION and Permit# APC-2027/0043-CONSTRUCTION.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending October 8, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
