Notice has been given that:

Merck Sharp & Dohme LLC of Rahway, NJ, requests permits to construct Laboratory and Office Space Building; Production Building; and Logistics Building all with air emitting equipment associated with pharmaceutical manufacture; cleaning; and disinfection operations at their Merck Wilmington Biotech Site located at 155 Innovation Boulevard, Wilmington, New Castle County facility. The production, cleaning and disinfection operations will be permitted to emit by permit: 0.90 TPY of VOC; 0.03 TPY of PM10/PM2.5; and 0.10 TPY of HAP for Permit: APC-2026/0106-CONSTRUCTION-LAB1; 1.72 TPY of VOC for Permit: APC-2026/0107-CONSTRUCTION-LAB2; 0.65 TPY of VOC for Permit: APC-2026/0108-CONSTRUCTION-LOG1; 0.04 TPY of VOC for Permit: APC-2026/0109-CONSTRUCTION-PROD1; and 10.43 TPY of VOC for Permit: APC-2026/0110 -CONSTRUCTION (VOC RACT) (MNSR)-PROD2.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending September 17, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
