Application

Notice has been given that:

Enstructure Wilmington Holdings, LLC., the operator of the Port of Wilmington, requests a construction permit to construct the redesigned AMI Hopper and associated two (2) portable Atlantic Design, Inc. Model XL20 dust collectors for Class A Material handling, including hopper and truck loading/unloading operations at the Port of Wilmington located at 1 Housel Road, Wilmington, Delaware. The operation of the redesigned AMI Hopper and associated dust collector will be permitted to emit 0.18 ton per year of PMtotal, 0.09 ton per year of PM10, and 0.01 ton per year of PM2.5, by Permit: APC-2026/0173-CONSTRUCTION.

The application for this permit may be reviewed upon request. The application is posted at de.gov/dnrecnotices. To submit comments, for additional information or for information regarding how you can inspect the application, please contact Mia White at (302) 739-9402 or mia.white@delaware.gov.

A public hearing on any of the above applications will NOT be held unless the Secretary of DNREC receives a request for a hearing regarding that application within 15 days from the date of this notice, ending August 27, 2026. A request for a hearing shall be in writing. The request must also show a familiarity with the application and a reasoned statement of the permit’s probable impact.
